Nicotine Pouch Labels & Flavours: A B2B Compliance View

By Caro Chen·Updated 2026-10·7 min read

A 2024 systematic review (Hartmann-Boyce & Travis, Nicotine & Tobacco Research) pooled the available studies on oral nicotine pouches. The headline is reassuring for the category: pouches deliver fewer harmful chemicals, at lower levels, than both cigarettes and smokeless tobacco (snus). But for a B2B buyer, the useful detail is in two places the marketing glosses over — labels and flavours. This is the compliance view.

Nicotine pouch label and flavour compliance: tobacco-free is not nicotine-free, flavour affects toxicants, youth exposure is the liability

1. "Tobacco-free" is not "nicotine-free"

Pouches contain nicotine but no tobacco leaf, which is why they are marketed as "tobacco-free." The problem: that wording leads some consumers to assume the product contains no nicotine at all. For a distributor, the fix is mechanical and mandatory — every can must state nicotine content (mg/g and/or per pouch) and carry an addiction warning. Do not let a supplier's "tobacco-free" copy stand in for proper nicotine declaration.

2. Flavour choice changes the chemistry

The review noted that different flavourings associate with different levels of harmful chemicals, and that product-to-product variation is real. Translation for sourcing: standardise your recipes, require a per-batch Certificate of Analysis, and resist chase untested "novel" flavours whose toxicant profile is unknown. A stable, documented flavour list is a compliance asset, not a limitation.

3. Youth exposure is the real liability

In the US, 35–42% of youth were aware of pouches and 9–21% of non-users said they were open to trying. The category only stays an adult one if every downstream sale point enforces age verification. Treat the 18+ gate as operational compliance — it protects your brand and your retail channel from the fastest route to a regulatory problem.

The B2B buyer checklist

  • Nicotine-content declaration (mg/g) + addiction warning on every can — no "tobacco-free" substitution.
  • Standardised recipes with per-batch COA covering harmful-chemical screening.
  • TPD-aligned notification (EU Common Entry Gate) before market placement.
  • Age verification enforced at every retail and online touchpoint.
  • No unverified "safer" or cessation claims to end consumers — category education only.
